PART A: INTRODUCTION AND GENERAL INFORMATION
1. PURPOSE OF THE PAIA MANUAL
This manual is compiled in accordance with Section 51 of the Promotion of Access to Information Act, 2000 (Act No. 2 of 2000) (“PAIA”) and serves as a guide for requesters of information held by Stadium Management South Africa (Pty) Ltd.
The purpose of this manual is to:
- Foster a culture of transparency and accountability within Stadium Management SA
- Give effect to the constitutional right of access to information
- Provide guidance on the procedures to be followed when requesting access to records
- Describe the categories and subjects of information held by Stadium Management SA
- Outline the applicable fees for accessing information
2. KEY DEFINITIONS
“Personal Information”: Information about an identifiable individual, including information relating to race, gender, sex, pregnancy, marital status, national or social origin, colour, sexual orientation, age, physical or mental health, well-being, disability, religion, conscience, belief, culture, language, birth, education, identity number, telephone number, email address, physical address, biometric information, financial, criminal or employment history.
“Private Body”: A natural or juristic person other than a public body, including Stadium Management South Africa (Pty) Ltd.
“Record”: Any recorded information in written or other form held by Stadium Management SA, including correspondence, memoranda, books, plans, maps, drawings, diagrams, pictorial or graphic works, photographs, films, microfilms, sound recordings, videotapes, computer-stored information, and information in electronic form.
“Requester”: Any person, including a public body or an official thereof, making a request for access to a record.
“Information Officer”: The person designated in terms of Section 51(1)(a) of PAIA to deal with requests for access to information.

5. GUIDE OF THE SOUTH AFRICAN HUMAN RIGHTS COMMISSION
Section 10 of PAIA requires the South African Human Rights Commission (SAHRC) to compile and make available a guide on how to use PAIA. This guide is available in all official languages and contains information to facilitate the exercise of the right of access to information.

Stadium Management South Africa (Pty) Ltd is responsible for the management and operation of world-class sports and entertainment facilities in South Africa. Our core activities include:

9. AUTOMATIC AVAILABILITY OF RECORDS
In terms of Section 52(2) of PAIA, the following records are automatically available without the need for a formal PAIA request. These records may be accessed on our website or by contacting our offices:

- POPIA Statement
- General information about Stadium Management SA
- Event schedules and public announcements
- Venue hire information and rates
- Contact information and office hours
10. REQUESTING ACCESS TO RECORDS
10.1 Requirements for Access Requests
All requests for access to records must be made using the prescribed PAIA request form (Form A or Form C), available from the SAHRC or our offices. The request must:
- Be made in writing on the prescribed form
- Provide sufficient detail to enable the Information Officer to identify the record(s) requested
- Identify the requester and provide contact details
- Specify the preferred form of access (inspection, copies, etc.)
- State the right the requester is seeking to exercise or protect, with an explanation of why the record is required
- Be accompanied by the prescribed request fee (if applicable)
10.2 Types of Requesters
Personal Requester:
A requester seeking access to records containing their own personal information. Personal requesters are entitled to request information about themselves and may not be required to pay the request fee.
Other Requester:
Any person other than a personal requester, including representatives acting on behalf of another person. Other requesters must pay the prescribed request fee.
10.3 Request Process and Timeframes
- Submit the completed request form to the Information Officer
- The Information Officer will acknowledge receipt of the request within 7 days
- A decision will be made within 30 days of receipt of the request
- The 30-day period may be extended by a further 30 days if the request is complex or voluminous
- If the request is granted, access will be provided upon payment of the access fee (if applicable)
- If the request is refused, the requester will be notified in writing with reasons for the refusal
11. GROUNDS FOR REFUSAL OF ACCESS
Stadium Management SA may refuse access to records on the following grounds as set out in Chapter 4 of PAIA:
- Mandatory protection of privacy of third parties
- Mandatory protection of commercial information of third parties
- Mandatory protection of confidential information of third parties
- Protection of commercial information of private body
- Protection of research information of third party or private body
- Protection of safety of individuals and property
- Protection of records privileged from production in legal proceedings
- The requested record does not exist or cannot be found
12. REMEDIES AVAILABLE IF REQUEST IS REFUSED
If a request for access to information is refused, the requester may:
- Lodge an internal appeal with the head of Stadium Management SA (if applicable)
- Apply to a court of competent jurisdiction for relief within 30 days of being notified of the decision
- Lodge a complaint with the Information Regulator
PART E: FEES
13. PRESCRIBED FEES
The following fees are prescribed in terms of PAIA and are subject to change in accordance with statutory amendments:
13.1 Request Fee (Non-Personal Requesters Only)
A non-refundable request fee of R140.00 must be paid by requesters other than personal requesters. This fee is payable before the request is processed.
13.2 Access Fee
An access fee is payable by all requesters (including personal requesters) and is calculated based on the following tariffs:
Photocopies:
- For every photocopy of an A4-size page or part thereof: R2.00
- For every photocopy of an A3-size page or part thereof: R4.00
Printed Copies:
- For every printed copy of an A4-size page or part thereof: R2.00
- For every printed copy of an A3-size page or part thereof: R4.00
Electronic Copies:
- Copy on flash drive (provided by requester): R40.00
- Copy on compact disc (provided by requester): R40.00
Transcription Services:
- For transcription of audio/visual recordings per hour or part thereof: R80.00
Postage and Courier Costs:
Actual postage or courier costs incurred
Search and Preparation Fee:
For search and preparation time exceeding the prescribed hours: R145.00 per hour or part thereof
13.3 Deposit
If the Information Officer estimates that the access fee will exceed R500.00, a deposit of one-third of the estimated access fee may be required before processing the request.
13.4 Payment Methods
Fees may be paid by:
- Electronic bank transfer
- Cash or card payment at our offices
- Cheque made payable to Stadium Management South Africa (Pty) Ltd
Banking details will be provided upon request.
PART F: THIRD PARTY INFORMATION
14. PROTECTION OF THIRD PARTY INFORMATION
If a request for access to records involves information about third parties, Stadium Management SA will follow the notification procedures set out in PAIA:
- The third party will be notified of the request within 21 days
- The third party will be given an opportunity to make representations
- The Information Officer will consider the third party’s representations before making a decision
- Both the requester and the third party will be notified of the decision

15. ACCESSING THIS MANUAL
This PAIA Manual is available for inspection and copying at our offices during normal business hours. It is also available on our website at https://stadiummanagement.co.za/

- Upon request at our offices (at the prescribed fee for photocopying)

16. UPDATES TO THIS MANUAL
This manual will be updated as and when necessary to reflect changes in legislation, organizational structure, or procedures. The latest version will always be available on our website and at our offices.
